Programs make internet WAY too slow

Specificly Bittorrent makes my internet SO VERY SLOW. Downloading things becomes impossible on regular http/ftp Speeds max out at about 3kbps when bittorrent is open. This occurs even when i only have one download going at about 10kbps.

I have optiumum online cable, and its rated at 6000/600 (and tested).

Is there some way to limit the bandwidth on certain ports? Thanks in advance.

Oh, and i forgot... its gotten so slow that aim has stopped recognizing that i was still online, and disconnects me.
 
Is that a single frame? because im using Azureus and i really love the auto load all downloading torrents and remembering everything...
