new comp: cs not using video card?

for some reason the graphics in cs are smooth but things seems to flicker and not look as smooth as they did on my old piece of crap computer. It just looks like its not using my video card - http://www.zipzoomfly.com/jsp/ProductDetail.jsp?ProductCode=326820 . I'm pretty sure i have my video card set up ok - i ran this price of persia demo that looked great as well as fear (but that was quite a bit laggy). I know I've had issues like this before with cs but there doesnt seem to be a setting that pics up my video card...any ideas?

if its CS1.6 you should be using OpenGL
