Yes, it comes with the IO shield.
I've been basing my pricing around what the parts would sell individually on eBay. And, that's by looking at the completed listings since it varies so much week-by-week. The board itself is anywhere from $10 to $40. Memory between $20 to $60. The drive, $10 to $12. The processor from $50 to $120.
