Limiting bandwidth in Windows?

Hey guys, I have a DSL modem from Westell. It is connected to my rig via USB and then from my NIC to my dad's rig. So I'm acting as a hub sorta. Anyhow, is there any way I can limit the bandwidth his rig draws? Reason I ask is because my little sister always chooses to download stuff when I'm playing CS.. it's really bothering me. I'd probably limit the computer to about little less than half. Maybe allow that comp to dl at 55kb/s.. which leaves about 100kb/s to me. Any ideas?
 
I'm pretty positive not through windows, you'd need a stand alone router that allows bandwidth throttling.
 
I believe the Westell modem can also act like a router. Maybe it has settings I can mess with if I use it as a router? Anyone familiar with this DSL modem?
