I need help getting my steam account running.

My good ISP is down now, for an unknown amount of time. I am using my employers network which is heavily restricted and blocks steam as well as most gaming forums and websites where this sort of topic is discussed.

I'm trying to get steam to start offline, and I've created a CFG file using notepad. I only have two lines on the file:

BootStrapperInhibitAll=enable
ForceOfflineMode=enable

Which people say will start the application in offline mode. The steam.cfg file is in the programsx86/steam folder where the steam.exe resides.

When I save the file notepad is says .txt but windows 7 is showing the file as a CFG. I type the name steam.cfg and windows explorer is reporting Type: CFG File.

This doesn't work for me, and I don't know why. I'm using windows 7 home 64bit. I would post a image but I'm restricted from file sharing sites.

Does anyone have any ideas why this won't work, or another method of starting steam offline?
