Help withI/O problem

Tonight I accidently removed a .dll file, and performed a system restoration. All went fine with the exception that my PS/2 mouse no longer works. I've also tried installing it as a USB mouse. The pointer just stays in the center of my monitor. I've reseated my memory, and CPU. I tried setting all my BIOS settings to Fail-Safe and removing my battery to clear my CMOS. All to no avail. Anyone got any ideas? Can someone refresh me on how to do a safe start on WinXP?
 
It's been a little while since I've done a safe start on Win XP but I believe that you simply press the F8 button while booting up. There's actually a spot in the boot up process that you're supposed to press it but I don't remember where that spot is so I usually just keep pressing the F8 button. It eventually gets you to a boot up menu of sorts with an option being for a safe start.
