Best DVD burner currently for the money?

I just wnat to know flat out what is the best Dual layer or Non dual layer DVD Burner. I dont wnat to spend more than $130

I want the newest technology with the most bang for the buck. Id like to stay with Retail packages

I dont have time to research or read reviews,

What is Supported Double Layer DVD+R9 and how is it different then regular Dual layer
