That's CPU usage averaged across days, post a graph from a daily report with some decent transfers going - I'd imagine it sits much higher than 25% with a decent transfer going.
Peg out the CPU for an hour and have it mostly idle the rest of the day will have it looking like the load is...
I have almost the same exact system hardware wise (Aopen DE2700) with a much slower connection. You're probably seriously going to max the CPU out with your usage.

I've got a core2duo E6550 running the stock heatsink with the fan removed and there are no case fans in the case at all. It works perfectly fine and doesn't overheat, I'd imagine most of the newer stuff will be fine.
While it isn't recommended you can install the full version to a CF card. I wrote a tutorial on the pfSense forums on how to do it like two years ago.
I've been running the full version on a CF card for almost 3 years without an issue or dead CF card.

What motherboards take DDR3 sodimms and are MiniITX form factor? I've got 2x4GB 1066 DIMMs and an i5 to make use of and I'd rather not spend extra money on new ram. A PCI-E slot would be nice but I don't really need one.
