Personally, I'd reinstall Windows and not overclock it until your system is put through the ringer for several days at least.
If reinstalling windows will be an arduous process for you, then I'd run it as is for a few days. I would not overclock it during this time...

Believe me I have thought about it (switching to the 5950) but at the end of the day I figured I wouldn't gain any day to day benefits- not for what I do.
I've been playing Elden Ring maxed out and my system has been handling everything really well. What more can I ask for?
Have you changed PSUs while using these Cable Mod cables? I think you would have known if they were the wrong cables....

Do have your PSU 8 pin power connector hooked up as well?
Have you tried leaving out the CMOS batter for an hour?
Shut down
Unplug the PSU power cable
Press the power on button for 5-10 seconds
Remove the CMOS battery for an hour (or replace it if needed)
Plug everything back in and restart.
