It's a good idea using "Spoilers" hahaha. I think all the hardware is fine for your DAN A4 SFX, just the PSU has to be a SFX, like JackGLemmon says. If you already have the RX Vega, it's fine, the problem is that it consumes a lot of power, and if you just want it to game, you would be better...

It's not normal, maybe you have a defective cooler that doesn't transfer heat properly. Do you have warranty? My GTX 1070 FE will IDLE at those temps (50°C) and it doesn't matter, works fine.
