A scam is a scam, but the EVGA step-up is not a scam. It will, however, appear to some people who have never gone through it, that it could be one.
I got my answer from EVGA pretty quickly. This is why I continue to buy EVGA products, lol.

My fondness for the GTX 460 in SLI back in the day got me into overclocking graphics cards. It beat the GTX 480 quite easily, and even gave the GTX 580 a run for its money. Now that SLI is a thing of the past, my GTX 1080 Ti has really held up really well for almost four years.

Since it's a HTPC, I assume it's a non-overclocking CPU/MB that utilizes an iGPU/APU. The simplest issue may likely be the Motherboard BIOS is set to display the iGPU/APU. Connect the HDMI to the motherboard, but WITHOUT the graphics card installed. Try looking in the BIOS and set it to display...
