    There are lots of variations on the cards between manufacturers, but my GTX 980 (non Ti) predates yours, and supports 4K @60Hz. I would still suspect the cable, but you may want to double check the specs on that particular video card.. it would surprise me though if it didn't support HDMI 2.0...
