As for SSH key, I believe you'd have to do this post deployment via SSH.
1. Start ping to IP. Find MAC address from ARP table.
2. Find MAC on switch and block MAC at switch level.
3. Wait for call about no connection.

Have you tried iperf network testing tool?
It be better gauge than a file transfer between sites to narrow down issues.
I’d also monitor the vpn end points CPU and memory during test.
