Wish I could help more, but it's been years since I needed/bothered with SMB. Back then I think I had to modify smb.conf settings because the defaults were not compatible with newer flavors of Windows. Might googlefoo about smb.conf sttings and compatibility with your Win version.

I think samba would be available to anyone on your network that can supply the correct username and password. You could limit samba to certain IPs if you wanted. The shares aren’t Inherently open to the internet, you’d have to open a connection via some other option like vpn tunnel.
For sharing files to windows machines you'll want SAMBA or SMB. Here are some Fedora docs to get you started.
