There is plenty of content available encoded in AV1, and it's continuing to see growth. If I was buying a new streaming device today and hosting a Plex server, I would 1000% want it to do AV1 decode because transcoding on the server would be very taxing.

I wouldn't bother upgrading GPU especially for "non-gaming". Your platform is 10 years old... Personally I think 144/165hz monitors are the sweet spot and I'd just suggest a 1440p with either of those refreshes. You also greatly have to consider panel type e.g. OLED vs IPS vs VA vs TN. So...

Not really. There is no upgrade path for LGA 1150. 4790k would be sidegrade. 5775C might be compatible with your motherboard but going from that to an already overclocked 4770k would also be a sidegrade.

That's interesting, and glad you found out what the issue was. Are you on the latest motherboard BIOS available? Is there a firmware update available for the TP Link WiFi card? It would be a shame to scrap it given it was expensive and it's still probably still a good card. It wouldn't hurt...
