who would buy a more expensive RX 7800XT when the older cards are available at a low price right now?
Another reason could be the quite high yield in RDNA3. Why should a working chip be artificially trimmed to 70 compute units (CU) when it could also be sold with considerably more as a higher-quality card? Either they are still accumulating salvage, or it is simply not yet time for the RX 7800XT (RDNA2 sell-off, RDNA3 yield).

I would add a third point for not selling a 70 CU Navi 31 card.
It is too close to a 60 CU Navi 32 & what if AMD managed to fix the "performance bugs" in RDNA 3 🤔
 
long story short, the simulated Navi 31 70 CU GPU appears to be 4% (1080p), 8% (1440p) and 12.5% (2160p) faster than Radeon RX 6800 XT, which is not a big upgrade. One must not forget though that this is a simulation, so the results may not correspond to real-world product, which does not even have rumored specifications yet. AMD Radeon PRO series are designed for better power efficiency, so even by adjusting clocks and TBP, the BIOS may still be forcing lower results, simply because this card was not designed for gaming workloads.

I can attest to the Radeon Pro cards (especially the single slot variety) not being suited to gaming workloads. The number one issue I'd come across is thermal throttling when gaming for more than 15-20 minutes at a time; the cards I used were single slot, however. I can't speak for how well the dual slot blower cards work out. That and the Pro drivers render everything at a higher precision than needed for gaming, further impacting performance unless modded drivers (Amernime Zone) were used.
