Windows insider program the Beta version or the Dev version

Well, it depends on what your goals are. Running the beta doesn't carry as much risk. Beta builds tend to be pretty stable, where they are just working out the final touches. The Dev builds are more of a work-in-progress and some things in the OS might not work correctly or you might encounter unknown issues. Right now the Beta channel is still testing release builds while the Dev channel has already moved to testing the next feature update that will come out months after Windows 11 goes live. If your goal is mainly just to get a head-start on Windows 11 and eventually go back to the release channel once Windows 11 is live, then you don't want to be on the Dev channel.
