Windows 7 will not update

I just did a fresh installation on a new SSD of Windows 7 Pro 64 from my purchased OEM system builder disk. I then changed the product key to the one that was orginally assigned to my system. Windows 7 will not update. I've tried checking manually and even setting to automatic. It won't update at all. Which I normally wouldn't want to but my 3ds max software will not install for some reason (it won't even start to install or initialize the file copy) and I suspect it's due to a KBB c++ file issue.
I still have the old system SSD that was fully functional that I took out. Is there some way to copy off system files or settings from it to my new SSD? Everything worked on it on the same system but I absolutely cannot get 3ds Max to install on the new SSD even though it was working on the old one.
Oddly enough other software is having trouble checking for updates or performing online activation on this new SSD install also. I am very confused

Might I suggest downloading this premade updated to 1-2020 ISO and installing it on your system instead....I have used it several times now and have found no problems with it nor any malware/etc.

Your current SP1 is missing servicing stack updates, SHA2 updates, and many other updates that will prevent you from getting Windows Updates.

Another alternative is the Simplix UpdatePack. This is well regarded in the Windows 7 community and would also get your current SP1 install up to date.

Thank you. Another thing I do not understand is that this old 2013 computer had windows updates turned off since about 2013 so I never updated it, other than when I installed software through the years and it installed files such as visual c++ packages. Yet everything installed and worked on it, but the same software will not install on the same machine now. The only difference is it's a new SSD and a different copy of Windows 7 Pro 64 than the Windows 7 Pro 64 that came pre-installed when I bought the computer. I am confused
