hi there,

i was wondering if there's a relatively "safe" way to enable undervolting on my 11th Gen Intel(R) Core(TM) i7-1165G7 @ 2.80GHz that i have on a 13'' Asus Zenbook.

You could try intel extreme tuning utility. Generally undervolting is safe because the only thing that can happen is your cpu is now not getting enough voltage to be stable, no physical damage can be done by undervolting so if you aren’t stable with your undervolt just raise the voltage a little bit and Re-test for stability.
 
From what I've read, the 4-core Tiger Lakes are not undervoltable, Intel disabled that functionality. It doesn't help you but Intel seems to have re-allowed undervolting on the newly released 8-core Tiger Lakes.
