Topaz AI and Handbrake all down clocking

Every time i start these programs or programs like these if they are downsized the performance drops hard. If I leave it up on the screen i get back the performance but if i bring up another screen and it covers it the performance just drops. I know win 10 does not have Thread Director but god damn. Even if I open Task manager and set priority high battery high still nothing and its not like i can do that every single time. How do you force this CPU to run everything at max?

Just a suggestion to try and guess since I run Windows 11 and have not checked if I have the same problem.It may be a Windows bug that lose focus when window is not on top.
You can try search for software to keep all windows on top or

Set taskbar to normal position(bottom)
Uninstal/reinstall programs losing focus.Restart.
Check ForegroundLockTimeout set to Hexadecimal 30d40 at
Computer\HKEY_CURRENT_USER\Control Panel\Desktop
Change/add then restart.

It’s not a bug but also I can’t be looking at the window while I try to do other things. If you are not physically looking at the “”window then it slows down

An example would be you bring the window up but then your webpage covers the window then it slows down again
