taskbar on 2nd monitor disappeared?

After a reboot I have completely lost my taskbar on my 2nd monitor. I'm using a 9600 pro and ultramon. The monitors are some random crappy 17 inch crt and a 15 inch dell lcd i was given. I had always had a 2nd taskbar until now.

There is an option in ultramon about a smart taskbar and i have turned that on/off over and over but it never appears, i've rebooted many times as well....It's extremely frustrating to go from 2 taskbars to just 1

Any clues?

Ah...nevermind. the problem was with a file called program that was on my c: drive.

stupid mIRC creates that file sometimes and it messes with stuff
