strange choices in asrock x570 mini itx TB3 can someone explain why to me?

i am planning of buy X570 Phantom Gaming-ITX/TB3 around blackfriedy but this motherboard has strange choices in it design

1- no front type c on premium board in 2019!
2- thunderbolt 3 and m.2 both go through the chipset even though there is a detected nvme lanes in the cpu !!! (at least according to this photo

i can understand a single m.2 slots since there is thunderbolt 3 port (main selling point for me) but being both on the same x4 lanes i dont understand ?
 
If it is anything like Intel its very difficult to do power management over the cpu pcie lanes for hot plug capabilities. That is my assumption here anyway.
 
Probably also because it's PCIE4.0 vs 3.0 on last gen. There should be enough bandwidth there overall to avoid bottlenecks, given the limited amount of devices that can be hooked up in the first place. If this was on an mATX or larger size board, then that would definitely be a lame layout.
