What is best intel or amd I watch video's surf the net listen to audio books, and what mobo would you use?

Honestly there's one thing you should look for is native NVMe hard drive support. That's the one creature comfort you'll notice, fast boot times. Quick load times for software. Beyond that, really, just whatever's in your budget, there's no difference for your needs.

You don't need current-generation hardware for any of that. Hit up the FS/FT sub and see if you can find a used MOBO/RAM/CPU (with integrated graphics), you'll be set.
