Harry Potter wand lightning effect

Hey guys, I'm new to Photoshop but I have a very important project I need to do. I am getting married in a few months and my wife-to-be is a huge harry potter fan. We took some of our engagement pictures with her and her wand and I wanted to do a picture with a harry potter lightning bolt coming out of it that would surround us in the shape of a heart. I have access to the trials of Photoshop elements and after affects. can you point me in the right direction?

I think you'd create a new layer. Then create a path for the lightning. Stroke that path with an appropriate brush and brush settings. Then lighten or darken part of the lightning to provide a feeling of depth.

Steps 3 to 7 of this tutorial is what I was thinking.

Could also photograph in a dark room, and use a colored LED light to draw out the shape, then layer that over the other picture.
