Using 2 sticks in AMD build (dual channel). Would filling out the other 2 slots with Corsair “Dummy” sticks just for lighting effect the performance/memory controller in any way?

It shouldn't. I am pretty sure the sticks are just wired for power and rgb data.
I stuck a pair in my system recently.

I use the "dummy" sticks as well with no performance issues.
