Burn-in all the time

Strange situation here. The new system I put together, freezes once every few hours when being used casually (nothing in the event viewer). But when gaming, video encoding, or anything else that puts a load on the CPU, it has never frozen. I tested this by running some burn-in software all the time at the lowest priority, and it has never frozen while running. I have a Ryzen 7 5800X that is water-cooled (No OC). The temp hovers right around 70C when at 100%. Is that a safe temp to be at constantly?
Also, is there software that will put a constant load on the CPU at a certain percentage instead of 100%?
