Best video upscaling apps?

I know of Topaz Video Enhance AI.
Do any folks here use any upscaling apps to improve video quality and if so, any recommendations?

I know its been a bit, but i just saw this. If you are still looking, I’m pretty sure Vegas Pro can scale video. I have no idea if its works well or not, but its probably worth a shot since it has a free trial and I really liked Vegas when I used to use it
