3080 TI gpu usage is all over the place.

Hey guys, needs some serious help. So I have a FE 3080 TI and I've been noticing some serious stuttering while gaming. So upon some testing I've noticed that my gpu usage is all over the place, it varies anywhere from 60% to 99%, and is never consistent. I've been doing everything that I can think of and I can't figure out what the issue is. I do want to note that even at 60% usage, fps is still very high, however the fluctuations make gaming very unenjoyable and I'm at the point of almost wanting to go back to my 2080 TI.

I don't play too many games but this occurs in all of the ones i do play, expect for diablo 2 resurrected. For instance this happens in heroes of the storm, hunt showdown, and battlefield 5. Cpu usage will be around 40% and the gpu usage is anywhere from 60% to 99%. In diablo 2 resurrected the cpu usage is around 20%, and the gpu usage pretty much stays at 99%.

Just some notes
- I am using the latest drivers
- This has been an issue since I got the card, but never an issue with my 2080 ti
- I am running it on the top pcie slot, x16 gen 3 forced in bios
- There are no other pcie slots being used
- I am not overclocked
- V sync is not on, g synch is
- I have tried two monitors, a 3440x1440 144hz and 2560x1440 240z and both have issues. Both are g sync.
- I have prefer maximum performance enabled on Nvidia control panel and windows power management.
- I have tried a clean install of windows.
- there is nothing running in the background causing any issues

I have also run 3d Mark Port royal, with great results.

I really hope you guys can help me here because I'm at the point of just selling this thing. I'd rather have less but consistent fps, and playing without the stutter every couple of minutes.

Edit: forgot to post the rest of my specs. 1tb 970 pro, i9 10900k, 16gb 3200mhz, seasonic 850w.

I know for some games this makes a difference, but I don't think the games you are talking about should.

Are you using any time of gpu software, like fan control, etc? I know you didn't say you were overclocking.
Going to add a couple more notes to the original post. I have prefer maximum performance on in control panel and in windows.

I also have a waterblock on so the only software I use is afterburner for monitoring
 
Why is diablo 2 pegging it at 99%? Are you running fps uncapped or something? In nvidia CP it should be Gsync ON Vsync ON and a fps limit 3 below refresh if possible.

Diablo 2 remaster is very intensive on max settings. Besides, it has a resolution scaler on top of that.

Diablo 2 resurrected is actually pretty demanding. Yes I am running uncapped, I always have. Gsync is on, but there is no reason for vsync to also be enabled. My monitor is 240hz, so there is no reason to set an fps cap since most games won't reach 240fps.

The issue is that my gpu usage should be over 90% at all times. Giving me the most fps possible, but it keeps fluctuating between 60% and 99% causing games to feel stuttery.

Are you sure your just not cpu limited in those games? I'm pretty sure I'm cpu limited in hunt. I don't have the other games or an rtx 3 series card atm to test. Just going off memory.

I'm just telling you what the best gsync settings are. Vsync should be on in CP and off in game.

I don't know why we are even worried about this. GPU usage depends on the game, specific scenes in that game and settings. It's not going to generally stay at 40% or at 99% all the time. It will vary.

This is my thought, but I can't fathom that a 10900k is bottlenecking a 3080 ti. My only upgrade path would be an 11900k as I don't want to spend the money to get a z690 board, new ram, and new cpu.

As I explained in the original post, its annoying because the drops in usage cause a drop in fps which in turn causes stuttering. My 2080ti does not do this, it pretty much stays at 99% usage at all times providing smooth gameplay. When gpu usage goes from 98% to 69%, it is very noticeable and it has very frequently. The other problem is, if my monitor is 240hz why is the gpu not trying to get as much fps as possible.

I'm worried because I paid a lot of money for this card, only to have it perform worse than my 2080 TI.

The 3080Ti is a beast of a card; and while it will not always sit at 99% in a game, it should not be bouncing all over causing stuttering either.

Another note; do you have nvidia Low Latency mode Off, On or Ultra? Ultra can cause some major stuttering in games if you don't have enough GPU/CPU ass to drive frames on demand. On will give a 1 frame buffer.
 
So I found this video on youtube, fast forward to 2:00 for 1440p gameplay. You can see that his card never goes below 90% usage and he is getting a pretty much steady 180fps. This is how a card is supposed to perform. My card literally goes from 60% to 99% and anywhere in between constantly, its never steady.

I do not use gpuz but I do use msi afterburner. Thank you for understanding that this card is not functioning as it should. I very worried that I got a dud, and at this point I don't think NVidia will do a RMA because I installed an aftermarket waterblock.

I am currently at work but I will check for the low latency mode when I get home.

You might want to eradicate the NVIDIA drivers and reinstall those, or upgrade to newer ones if they are available. The stuttering shouldn't happen. I also think your card is probably fine hardware wise as you wouldn't be able to get a score like that in 3DMark 10 if it wasn't operating correctly. You may also want to update the card to the latest firmware.

My money would be on some sort of software/configuration issue with the system.

I really hopes it's not the card itself, but I would also think I wouldn't get a good score on 3dmark either if it was damaged. I just really don't know what it could be, I am running out of ideas and things to try. I don't think reinstalling any drivers will help. I just did a clean install of windows with the latest drivers.

Ok. On mine - disabled Turbo Boost Max 3.0 (might be a X series specific thing), disabled speed shift, and disabled c-states. Turbo Boost normal was still enabled. This fixed my weird performance problems with games and a 3080 - all because it kept trying SO hard to throttle that CPU down to nothing.

He could be having some weird bug/issue with the new Z690 series mobos. Might also try running the card in PCI-e 4.0 or even 3.0 to see if there's any difference. If you still have your 2080 ti I'd slot that back in and see if you still get the usage issues.

I am gonna bet a US dollar you will find the cpu or memory dropping. Look at memory usage might see that getting pretty high. You maybe running out of memory with that card.

What mother board are.you running?
 
You can try setting a minimum cpu % in windows power management to 80% or something to see if it helps.

I had to do that for Detroit Become Human because the CPU load got so low in some scenes it would throttle the CPU to a low power state and the fps would chug.

I listed my exact specs here.

- Nvidia FE 3080 TI with EKWB FE waterblock
- EVGA dark z490 motherboard
- Intel i9 10900kf
- Viper 16gb 3200mhz (two 8gb sticks)
- Two 1tb samsung evo plus (not pros, sorry put pro in the original post)
- Seasonic Prime tx-850

Another thing I didn't mention is that I'm also using the Seasonic 12 pin aftermarket cable instead of the 12 pin that game with the card, so after work I'm going to stop by my mother's house, pick up the original 12 pin cable and swap them out.

Power cable could be a problem. You might be losing full power to your card. That can be checked with a dvom.
 
Well it doesn't appear to have been the cable either.. I'm running out of ideas, seems like a lot of money wasted at this point.
 
What do you get out of time spy and time spy extreme? Did you try disabling c states?

Ok so the problem isn't the graphics card. I installed my 2080 ti and its having the same issue, just not as bad. Overall it's running a lot smoother but I still get stutters and random gpu usage drops to the 60s. I also noticed my cpu usage is a lot higher with the 2080 ti than the 3080 ti. I did as you suggested and monitored with hwinfo, i minimized pretty much right after I got a large stutter almost a freeze up. I'm not really too sure how to read this but ill post it here.

I noted some oddities when I upgraded from my 1080ti's in SLI to my 3080ti. Entire system under water so temps not an issue with me either. GTA 5 seems to be the weirdest... GPU utilization will hit well over 90% but the dang thing is only clocking 800mhz!? Games that switched to DX12 ( I was running DX11 so SLI profiles would work) became buggy and studdered... like BF5.... even though GPU utilization is cruising at about 70% and the CPU is much lower. Metro Exodus also experienced low frame oddities in some areas with low GPU utilization. I initially thought I might be CPU limited as well even though CPU utilization never hits 100%.. was previously running 8086 between 4.8 & 5.0Ghz all cores. Upgraded slightly to 9900 running 4.9Ghz all cores and the oddities persist. CPU utilization still nowhere near topped out in most cases. I run 7860x1440 across 3 monitors and I have vsync set to 60.. works fine for me. I have a lot of pixels to fill but this GPU should be able to keep 60fps w/o issue... my 1080's could. I'm not completely convinced my issues are not somewhat CPU bound... but this sure seem to have indication its more driver or game specific. A faster CPU might just make it less noticeable... crap code.. get a faster CPU and you'll notice it less. But most benchmarks put this 9900 on par with a ryzen 5800x at stock speeds... with mine clipping along at 4.9Ghz on all cores...??? Luckily for me I'm not hitting any show stoppers in the games I play the most... but will be following your thread closely. Hope what lil I added to the convo helps.
 
I would try to load the optimized defaults in the UEFI and see if that has any effect. I suspect it might be a config issue somewhere in there.
