I ran into this as well, no PSU screws, but I was using an ATX PSU and the 3.5 HDD screwtacks fit perfectly. Apparently this was intended, got this in an email after asking:

Just started putting together things in my NCASE - using a Gigabyte 1070 Mini, which appears to come in a bit taller than most GPUs. You have to take out the side panel receptacle thingy in order to have it fit in.
