Turns out this issue is not due to the charger, but the usb-c hub. As soon as I disconnect that it boots normally, with or without charger. Not sure why, maybe undervolt makes it unable to boot with usb dock.

All those are scams. In fact even MSRP on Aliexpress is a scam. They have been selling overpriced video cards for years now. Especially now that you can't buy 4090 in China, only the gimped version so 4090 price is skyrocketing.
