The cooler is a beast! Right now I'm putting 315W into it and the hottest core is 78C (granted, the ambient temp is somewhat low), and it's not running 100%, either, so the sound is quite tolerable. Even the little VRM fan isn't annoying at all. The CPU is on a mild non-AVX OC and moderate AVX...
They are similar, that's for sure. But the elite has 10 expansion slots, so it could actually be regular ATX+ITX if the ITX cooling is low profile. But either way, for a $700 price difference, no thank you. Yikes.
I can't answer on #2, but since I have the case, I can answer #1: you will have a hard time fitting 2 PSUs plus all the other stuff at the same time.
Technically, you will need to either mod the case or get creative to fit the second PSU since the case is designed for either ITX or 2 PSU, but...
I've got one on my 10980XE. Fantastic performance and not too noisy, cores range 70s-80s C at 330W, and that isn't even at full speed.
My D15 was over 100C with the same load and 100% fans.
